Identity governance pricing in 2026: what the eight vendors publish

Of the eight tools we score, only Microsoft Entra ID Governance publishes a full per-user price for its governance product: $7.00 per user per month, paid yearly, on top of Entra ID P1 or P2. Okta publishes Workforce Identity suite prices but places Identity Governance in suites priced on inquiry, and C1 publishes its pricing structure without figures. The other five are by quote. This note sets out what is published and what to ask for when it is not.

How do you model the one published price?

Microsoft Entra ID Governance is the only case where a buyer can model cost before a sales call. At 1,000 users, the add-on alone is $7.00 × 1,000 × 12 = $84,000 a year. If you also need to license the prerequisite, Entra ID P1 adds $7.00 per user per month ($168,000 a year in total for 1,000 users) and P2 adds $10.00 ($204,000 a year in total). These are list prices from Microsoft's pricing page and exclude any discount or agreement terms.

What do Okta and C1 publish?

Okta publishes its Workforce Identity suites at $6 (Starter), $14 (Core Essentials) and $17 (Essentials) per user per month, with a $1,500 annual minimum. Identity Governance, which includes Access Governance, Lifecycle Management and Workflows as an add-on, sits in the Professional and Enterprise suites, which are priced on inquiry. So a buyer can see what the identity provider costs but not what governance costs.

C1 publishes how it prices rather than what it charges: a Platform option priced by SKU or a Flex option priced by usage, Pro or Advanced platform levels, and program sizes from 1,000 to 20,000 managed identities. That tells you the unit of measure to negotiate on.

What should you ask for when there is no price?

The unit. Per employee, per managed identity, per application, or per connector. Ask how contractors, service accounts and other non-human accounts are counted.
What is in the base product and what is an add-on. SailPoint, for example, lists add-ons such as Accelerated Application Management, Non-Employee Risk Management and Access Risk Management separately from its suites.
How disconnected applications are priced. Whether onboarding them is included, charged per application, or delivered as services.
Minimums and term. Annual minimums, multi-year discounts and what happens to price at renewal.
Services. Implementation, connector development and any ongoing managed service, priced separately from subscriptions.

How much weight should price get?

On this site pricing transparency is 8% of the score, the smallest weight of the seven criteria. It measures whether a buyer can model cost before a sales call, not whether a tool is cheap or expensive. A tool that publishes no price can still be the lower-cost option once quoted, and a published per-user price can grow quickly with prerequisites. Use the published figures to set a baseline and the questions above to make quotes comparable.
